Seadra evolves from Horsea at level 32 and into Kingdra when it is traded while holding a Dragon Scale, an item introduced in Pokémon Gold and Silver alongside Kingdra. Its category has always been the Dragon Pokémon, yet Seadra is a pure Water type: the Dragon typing only arrives with Kingdra.
Its abilities are Poison Point, which can poison a Pokémon that makes contact with it, and Sniper, which makes its critical hits hit harder. Its hidden ability, Damp, stops any Pokémon on the field from using self-destructing moves such as Explosion. It stands 1.2 meters tall and weighs 25 kilograms.
Seadra's first English card was Fossil #42 (October 1999), an Uncommon illustrated by Ken Sugimori, whose art was reused in Legendary Collection. Gym Heroes (2000) followed with Misty's Seadra, a holo rare drawn by Atsuko Nishida and part of the Gym Leader cards tied to Misty's Water-type gym. Neo Genesis and Aquapolis added new Uncommons, the Aquapolis one by Mitsuhiro Arita.
The EX era printed more Seadra cards than any other era. The 2003 set Dragon included two different Seadra Uncommons, and Team Rocket Returns (2004) added another. Delta Species cards, which print a Pokémon in a type other than its usual one, gave Seadra three versions: a Fire type Seadra δ in Holon Phantoms (2006) and two Fighting type Seadra δ in Dragon Frontiers later that year, one of them a Rare by Sachiko Adachi.
Since then Seadra has been a steady Uncommon, with cards in sets such as Legends Awakened, Unleashed, Plasma Freeze, Dragon Majesty, Lost Origin and Scarlet & Violet's 151, and Commons in Paradox Rift and Shrouded Fable.

No. Seadra is a pure Water type even though its category is the Dragon Pokémon. Its evolution, Kingdra, is Water and Dragon.

Seadra cards span 1999 to 2024, and the most valuable Seadra card is Misty's Seadra, the Holo Rare from Gym Heroes in 2000. All 22 Seadra cards carry a market value, and the ten leading cards hold 97 percent of the total. That share means Seadra card value rests almost entirely on a short list of prints, with the remaining twelve cards sharing the last 3 percent.
Misty's Seadra from Gym Heroes (2000) leads Seadra card value by 23.2 times over the next card. It is a Holo Rare, meaning the artwork area carries a holographic foil. Second is the Uncommon Seadra from Aquapolis (2003), followed by the Uncommon Seadra from Team Rocket Returns (2004) and the Uncommon Seadra δ from Holon Phantoms (2006). The Rare Seadra δ from Dragon Frontiers (2006) sits 7th. After the leader, the most valuable Seadra cards are mostly Uncommons.
The EX era supplies the most Seadra cards among the twenty-five leaders with 6, ahead of WOTC with 5 and Scarlet & Violet with 3, while Sun & Moon and Sword & Shield add 2 each. Of the ten leading cards, 3 are vintage and 7 are modern; across the twenty-five, 5 are vintage and 17 are modern. Here vintage means the WOTC era and modern is every later era. The newest era's leader is Seadra from 151 (2023), 18th overall.
Among the ten most valuable Seadra cards, 8 are Uncommon, 1 is a Holo Rare and 1 is a Rare. Widen to the twenty-five leaders and the count reads 18 Uncommon, 2 Common, 1 Holo Rare and 1 Rare. The single Holo Rare is Misty's Seadra from Gym Heroes (2000), so Seadra card value is built mostly on Uncommon prints from several sets.
By the value of its single leading card, Seadra ranks 187th of 1020 species with priced cards, and by the combined value of its ten leaders it ranks 264th of 753. Within the evolution line, Kingdra ranks 75th of 1020 by top card and Horsea 368th of 1020. Seadra's market is a one-card story at the top with a broad base of Uncommons behind it, and its line partner Kingdra has the higher-value leading card.
