Phione is a blue Pokémon with a round head crowned by a flotation sac and long ribbon-like antenna, large eyes, flipper-like arms, and a red oval gem on its chest. It inflates its head sac to drift in the water and search for food, traveling in packs when the water warms, and always returns to its birthplace no matter how far it has drifted; against predators it can blend with ocean waters as a defense. Phione is bred from Manaphy but cannot evolve into it, nor can it produce eggs that hatch into Manaphy, making it the only Pokémon obtainable by breeding a Mythical Pokémon.
Three Phione debuted in Hold the Phione! as residents of Chocovine Town, one of them growing jealous over Dawn's Buneary's feelings for Pikachu; that Phione was briefly captured by Team Rocket before escaping.
Phione is likely based on sea angels, specifically Clione, a genus of floating sea slugs remarkably popular in Japanese documentaries from Hokkaido, the region behind Sinnoh, which may explain their appearance in Chocovine Town. Phione's Majestic Dawn debut paired a Rare Holo by Daisuke Ito with a Rare by Ken Sugimori, and Legendary Treasures added a further Rare. It later appeared on an SM Black Star promo, in Dragon Majesty, Cosmic Eclipse, Silver Tempest, and the Scarlet & Violet era's Twilight Masquerade, which paired a Common with an Illustration rare by takashi shiraishi.
Majestic Dawn's Rare Holo Phione illustrated by Daisuke Ito, its earliest printing.
Legendary Treasures' Rare Phione illustrated by kawayoo.
Cosmic Eclipse's Rare Phione illustrated by AKIRA EGAWA.
Twilight Masquerade's Illustration rare Phione illustrated by takashi shiraishi.
By breeding Manaphy or another Phione; it cannot evolve into Manaphy and its eggs never hatch into one.

Ranked by each card’s main print in near-mint raw condition. 1st Edition, Shadowless and other versions are priced on each card’s page. The table updates live.
Phione cards span 2008 to 2024, and the most valuable Phione card is the SM Black Star Promos entry from 2017. All 9 Phione cards carry a market value, and the leader sits only 1.2 times ahead of the next card, so no single print dominates the Phione card value picture. The Twilight Masquerade illustration rare from 2024 takes 2nd overall, followed by Majestic Dawn from 2008.
The SM Black Star Promos Phione from 2017 leads the most valuable Phione cards by 1.2 times over the next card, which is the Twilight Masquerade illustration rare from 2024. Illustration rares are full-art cards in the Scarlet & Violet era. In 3rd place is the Rare Holo from Majestic Dawn in 2008, a holographic print from the Diamond & Pearl era. The Majestic Dawn Rare in 4th and the Legendary Treasures Rare from 2013 in 5th are non-holo prints of the same Pokémon.
Phione cards in the top 25 come from five eras: 3 from Sun & Moon, 2 from Diamond & Pearl, 2 from Scarlet & Violet, 1 from Black & White and 1 from Sword & Shield. The newest era's leader is the Twilight Masquerade Phione from 2024, in 2nd place overall. In both the top ten and the top 25, all 9 cards are modern and none is vintage, where vintage means the WOTC era and modern is every later era.
Among the ten leading Phione cards, the printed rarities are 4 Rare, 1 Common, 1 Illustration rare, 1 Promo, 1 Rare Holo and 1 Uncommon. The top 25 shows the same counts, since all 9 Phione cards fall inside it. Rare is the most common printed rarity among these Phione cards, and the Promo, the Illustration rare and the Rare Holo each appear once. No 1st Edition, Shadowless or Reverse Holo prints appear in the ranking.
By the value of its single leading card, Phione ranks 638th of 1020 species with priced cards. Manaphy, the only other member of its evolution line, ranks 334th of 1020 on the same measure. That places Phione cards in the middle of the field, with a market built on a spread of modern prints from 2008 to 2024 rather than on one standout card.
