Panpour keeps itself and nearby plants damp by spraying water from its clover-tipped tail, and it is mostly found near water sources. It and Simipour are the only non-first-partner Pokémon able to have Torrent as an Ability, and it was designed by Takao Unno alongside Pansage and Pansear, all three built around a cooking theme with oven-mitt-like hands for their Striaton Gym owners.
Cress's Panpour debuted in Triple Leaders, Team Threats! alongside Pansear and Pansage, defeating Ash's Pikachu in a Gym battle. Goh later caught his own Panpour in Thrash of the Titans! while visiting Opelucid City, appearing further in Pokémon Journeys: The Series.
Panpour's first card was a 2011 Black & White Common illustrated by Atsuko Nishida, followed by Emerging Powers and Next Destinies Commons. A Kalos Starter Set card and further Commons through Burning Shadows and Fusion Strike continued its run, and Black Bolt added a Common and an Illustration Rare by Hoshino KURO in 2025.
