Exp. Share salvages a basic Energy card when your Active Pokémon is Knocked Out, moving that Energy onto the Pokémon the Tool is attached to instead of losing it to the discard pile. The Dragon Vault text also spelled out the Pokémon Tool attachment and Item-play rules in the card body, since that print lacked the Tool rule box; later wordings returned to the shorter text.
Exp. Share first appeared in Next Destinies in 2012 with art by Ryo Ueda, who also illustrated the Dragon Vault printing. Toyste Beach illustrated the Primal Clash, Sun and Moon, Battle Styles, and Scarlet and Violet era printings, with Battle Styles also adding a Secret Rare treatment.
Despite the name change for the Next Destinies print, EXP.ALL and Exp. Share were ruled to be the same card in English printings, though a copy of the Next Destinies print is required as a reference card. The Dragon Vault print was originally printed without the Pokémon Tool rule box and received an erratum on October 15, 2012 to add it, matching the Next Destinies print. Exp. All was the Generation I item that spread experience points among party members, renamed Exp. Share starting in Generation II, though the Neo Destiny print used the old name.

Dragon Vault printing was later errataed to add a missing Tool rule box

Yes, by ruling all older EXP.ALL printings are considered to have the name Exp. Share, though a copy of the Next Destinies print is needed as reference.
