Celio operates the Pokémon Network Center on One Island and is a friend of Bill. His network machine is meant to link Kanto with the Hoenn region, but it cannot reach Hoenn until the player recovers two gems, the Ruby and the Sapphire. That errand drives the post-game of FireRed and LeafGreen.
To help, Celio gives the player the Rainbow Pass and upgrades the Town Map to show the last four Sevii Islands. He admits he has no talent for battling himself.
His card, Celio's Network, appeared in the FireRed & LeafGreen set (2004) at Uncommon, in the EX Trainer Kit 2 Minun deck (2006) with no rarity symbol, and in Crystal Guardians (2006) at Uncommon. Ken Sugimori illustrated all three.
Every Celio's Network printing carries Ken Sugimori's art, and the card was reprinted twice within two years of its debut, once in a Trainer Kit deck and once in a main expansion.

The most valuable Celio card is Celio's Network from Crystal Guardians, printed in 2006. Celio has 3 cards, and every one of the 3 carries a market value, so the full group is ranked. The Celio cards span 2004 to 2006, all from the EX era. Celio card value comes down to one Trainer card, Celio's Network, appearing in different sets.
All three Celio cards are Celio's Network. The Crystal Guardians version from 2006, an Uncommon, leads the most valuable Celio cards and sits 1.7 times ahead of the next card. That second card is the FireRed & LeafGreen printing from 2004, also an Uncommon. Third is the copy from EX trainer Kit 2 (Minun), released in 2006. With so few cards, the Celio cards are separated by set and year rather than by card.
Among the 110 characters with priced cards, Celio ranks 107th by the value of the single leading card. Celio cards form a small, narrow market: one Trainer card across three sets, all from the EX era, with the Crystal Guardians Celio's Network setting the top of the range.
