Raging Bolt does not evolve and is based on Raikou, with a sauropod-like build and feline features. Before its official reveal, a sketch of a creature like it, blending the Legendary beasts Raikou, Entei, and Suicune, appeared in the Scarlet Book. It may also draw on giraffes and storm clouds, and mythical creatures such as the Qilin and the serpopard.
