Emerging Powers reached English-language Pokémon TCG shelves on August 31, 2011, as an expansion in the Black & White era and series, carrying the set code EP. It is a compact release of 98 cards, all of them printed in the main run with no secret cards above the count. Its identity comes from the Unova Pokémon it doubles up on, with Basculin, Beartic, Boldore, Cottonee and Cubchoo each appearing in two versions. Grass, Fighting, Colorless and Psychic are the types it leans on, and its most valuable cards are Tornadus and Thundurus.
The Emerging Powers card list climbs from 34 commons through uncommons and rares to just two Ultra Rares, which makes the chase tier very narrow, and nothing sits above the printed count. Those two are the most valuable cards in the set: Tornadus leads, with Thundurus right behind it, both illustrated by 5ban Graphics. Below them the ranking is led by the Rare Unfezant, then Zoroark and a second, non-Ultra Thundurus. The top five cards together hold 51 percent of the set's total card value, so the most valuable cards here carry about half of the whole.
As of October 2026, Emerging Powers sits at the bottom of its comparison group, 12th of 12 comparable Black & White sets by total card value, by its single most valuable card and by trading activity. It is 127th by total card value across the whole game of 130 comparable sets. At 98 printed cards it is smaller than the era median of 111. It followed the Black & White base set, which holds more total value, and came before Noble Victories, which also holds more. The 29 cards it shares with the Japanese BW-P Promotional cards first appeared there, with that release dated December 1, 2010.

Emerging Powers has 98 catalog printings, and 96 of them are priced, so a full run can be tracked nearly card by card. Because the top five cards hold 51 percent of total value and the Ultra Rares are only two, the cost of a complete set depends mostly on Tornadus and Thundurus rather than on the 34 commons and the uncommons. The sealed line runs to 14 products, including a booster box, a booster pack, tins and decks alongside several other sealed items, which gives the set a full range of ways to open it.
