Team Rocket Returns is an English-language Pokémon TCG expansion from the EX era, released on November 1, 2004 under the set code TR. It prints 109 cards, with 2 secret cards numbered above that, for 111 printings in all. The structure is plain: Rare, Uncommon and Common tiers with no separate chase rarity printed on the cards. What defines the set is its Dark Pokémon, with Dark Dragonair, Dark Houndoom, Dark Pupitar and Dark Tyranitar each appearing in two versions, alongside Dratini. It leans on Darkness, Grass, Water and Fighting types, and its headline cards are the star Pokémon Torchic, Mudkip and Treecko.
Team Rocket Returns has no dedicated chase rarity, so the cards worth opening it for all sit in the Rare tier, where 44 of the 109 printed cards live. The 2 secret cards are numbered past the printed count. The most valuable card is the Torchic star, followed by the Mudkip star, Rocket's Snorlax ex and the Treecko star, with Rocket's Mewtwo ex close behind. Masakazu Fukuda illustrated three of those top cards and Mitsuhiro Arita two. Value is heavily concentrated: the top five cards alone hold 72 percent of the set's total card value, so most of what makes the set worth chasing is packed into a few star and ex Rares.
As of October 2026, Team Rocket Returns holds the highest total card value of the 16 comparable EX era sets, about 4 times the era median, and 2nd across all 130 sets in the English-language Pokémon TCG. Its single most valuable card ranks 2nd in the era, and it sits 5th for trading activity. At 109 printed cards it is about the same size as the era median of 107. It followed FireRed & LeafGreen, which holds less total value, and came before Deoxys, which also holds less. That leaves it clearly ahead of both neighbours in a run of EX releases.

A complete Team Rocket Returns run is 111 printings, and all 111 are priced. Because the top five cards hold 72 percent of the set's total card value, the cost of finishing the set is driven by a few star and ex Rares, while the Commons and Uncommons fill the remainder cheaply by comparison. The sealed line includes a booster box and a booster pack.
