Rulers of the Heavens is a Japanese Pokémon TCG expansion from the ADV era, released on June 25, 2003. It is a compact set, with 54 catalog printings and no secret cards above that count. The structure is easy to read: 18 Holo Rares sit alongside 13 Commons, 12 Rares and 11 Uncommons, so a third of the card list is holofoil. Plusle and Minun head the list as the two most valuable cards, with Magcargo ex, Muk ex and Kingdra ex close behind, which makes the set one of the more ex-heavy small runs of its time.
Rulers of the Heavens was released June 25, 2003.
Rulers of the Heavens has 54 cards.
Rulers of the Heavens is part of the ADV era.
Plusle, at $74.99, as of October 24, 2026.
The pull ladder in Rulers of the Heavens runs from commons and uncommons up through rares to a large block of holo rares, and none of its rarities is flagged as a separate chase tier, so the value sits in the holos. Plusle and Minun, both Holo Rares, rank 1st and 2nd by card value, followed by Magcargo ex, Muk ex and Kingdra ex. The top five cards hold 43 percent of the set's total card value, a meaningful concentration but not an extreme one. That leaves a second tier of holos, such as Salamence, Flygon and Absol, carrying real weight in the card list.
As of October 2026, Rulers of the Heavens holds the 3rd highest total card value among the 4 comparable ADV sets, at 0.9 times the era median, and ranks 94th across the whole game. Its single most valuable card also ranks 3rd in the era, while its trading activity ranks 2nd. It followed Miracle of the Desert, which holds more total value, and came before Magma VS Aqua: Two Ambitions, which also holds more. English collectors received these 54 cards in Dragon, which came out 4 months after the Japanese release on November 24, 2003.

Completing Rulers of the Heavens means working through 54 catalog printings, of which 48 are priced. Because the top five cards account for 43 percent of total card value, the cost of a complete set is shaped largely by Plusle, Minun and the ex holos, while the commons, uncommons and plain rares fill out the run cheaply by comparison. The remaining holos are a step down from that leading group, so the middle of the checklist is easier to finish than the top. Six of the printings carry no price yet, so the picture of the full run is still slightly incomplete.
